Start a forum discussion, or reply to a post

Without parent_id a new discussion is started with subject as its title; with it, a reply. The forum's type, groups, posting window and moderation apply as they do on the forum page.

Required capability: forum/post.

Credential scopes: me:write.

The acting subject must also be allowed to perform this action in the organisation.
