Subscribe a REST hook

Creates a webhook subscription for one event, the way Zapier and Make subscribe a trigger. Store the returned id to unsubscribe.

Required capability: webhook/manage.

Credential scopes: webhooks:write.

The acting subject must also be allowed to perform this action in the organisation.
